Zhang Dejiang: solidly carry out law enforcement inspection and actively promote the improvement of ecological environment
On May 22, Zhang Dejiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, presided over the first plenary meeting of the law enforcement inspection group of the Standing Committee of the National People's Congress on the prevention and control of environmental pollution by solid waste in Beijing.
Zhang Dejiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, presided over the first plenary meeting of the law enforcement inspection group of the Standing Committee of the National People's Congress on the prevention and control of environmental pollution by solid waste. He stressed the importance of resolutely implementing the major decisions and arrangements of the Central Committee of the Communist Party of China on promoting the construction of ecological civilization with Comrade Xi Jinping as the core, carrying out law enforcement inspection on solid waste pollution prevention and control law, promoting environmental protection and pollution prevention and control, and speeding up the improvement of the ecological environment.
Zhang Dejiang pointed out that since the eighteen Party Congress, the Central Committee of the CPC, with Comrade Xi Jinping as its core, has put the ecological civilization construction on a more important strategic position from the height of realizing the sustainable development of the Chinese nation, and has made a series of major decision and deployment. It has pointed out the way and the way to build a beautiful China and promote the harmonious co-existence of man and nature. The Standing Committee of the 12th National People's Congress has always regarded strengthening environmental protection and the construction of ecological civilization as the key direction of performing its duties, adhered to protecting the ecological environment with a strict legal system, strengthened environmental protection legislation, grasped the prominent environmental problems strongly reflected by the people, continued to carry out in-depth supervision, and comprehensively promoted the legalization and institutionalization of the construction of ecological civilization.
Zhang Dejiang pointed out that the law on the prevention and control of environmental pollution by solid waste is an important law in the field of environmental protection, which is of great significance to protect human health, maintain ecological security and promote sustainable economic and social development. The Standing Committee of the National People's Congress should adhere to correct and effective supervision, carefully organize and carry out law enforcement and inspection of the law on the prevention and control of environmental pollution by solid waste, and ensure tangible results. First, we should pay attention to publicizing and popularizing the law, enhance the legal and moral awareness of the whole society in saving resources and protecting the environment, promote the implementation of the law, and promote the reduction, harmlessness and recycling of solid waste. Second, we should urge the "one government and two courts" to perform their statutory duties of environmental protection according to law, strengthen the supervision and management of the prevention and control of solid waste pollution, and severely crack down on the illegal and criminal acts of solid waste polluting the environment according to law. Chen Changzhi, vice chairman of the Standing Committee of the National People's Congress, made arrangements for law enforcement inspection. The relevant departments of the State Council reported on the implementation of the law on the prevention and control of environmental pollution by solid waste.
The law enforcement inspection was led by Chairman Zhang Dejiang. The law enforcement inspection team will form five teams to go to 10 provinces (autonomous regions and municipalities) for inspection, and entrust the standing committees of the people's congresses of other 21 provinces (autonomous regions and municipalities) to inspect the implementation of laws in their administrative regions.
